Resource Capability Exchange (RCE)
Introduction
Australian Aerospace Resources has developed a Resource Capability Exchange (RCE) to allow companies to better manage the fine balance between staff levels and fluctuating workloads.
Workloads are always fluctuating. Sometimes staff are overloaded due to deadlines, timeline condensation, scope creep and other factors. At other times, when there aren't many projects on and the workload is light, it may be a struggle to fully utilise staff because there simply isn't enough work.
In the current economic climate, the latter situation is becoming more and more common. Companies are finding it hard to fully utilise their staff and key skills. In some cases, companies may be forced to lay off staff whom they can't utilise.
Retain Key Staff & Capabilities
RCE enables you to retain your key staff and the core capabilities they provide by allowing staff to be placed in other companies that have a greater workload. The reverse is also true - if you have more work than your staff can handle, RCE can enable you to source staff on a contract basis from other companies that have similar capabilities.
An Example of Staff Exchange
Company A has just lost a major client. They are working on some new deals but these deals are 6-12 months away. If these deals come through they'll need the capabilities their current staff provide, however in the meantime there isn't enough work to warrant retaining their entire staff.
Company B has just won a tender that will require a huge amount of resources and personnel to get off the ground. They advertise these new positions yet are finding it hard to fill so many places at once as all the ideal candidates are already employed.
Company A and Company B have similar core competencies and as such, their staff do very similar work. Both companies have a problem, yet both have the answer if there was a way they could work together.

Skilling Australia
We believe Skilling Australia is about people management and leadership development.
RCE is the utilisation of resources retention - e.g. sharing your resources with like-minded companies. The retention of skills stay within your sector, however, the resources are being redeployed and yet you retain the capability and any new skills developed through redeployment.

RCE a simple solution which ensures you retain your core capabilities.
Through industry collaboration there should never be skill shortages of engineering for the defence sector.
RCE is "like stock brokering but with a far more valuable business asset". We call it "providing a client with a range of options for the fulfilment of resource requirements (short and medium term) by putting them in contact with other AAR clients with similar needs without incurring the normal costs of employment such as recruitment costs".
How does RCE work?
RCE is based on the idea that collaborating with other companies in a similar industry (or the same industry, even competitors!) can be mutually beneficial. It is build upon organisations supporting:
- Commercially driven collaboration
- Controlled sharing of resources, and
- Building and retaining capabilities.
